Job Description

This is professional park planning and landscape design & development work for the Parks, Recreation, and Golf Department. (duties may include, but are not limited to the following) Participates in the design and implementation of park projects.Works with the operations division and others to ensure projects are feasibly, sustainably and practically designed and will be permitted by applicable agencies. Prepares, presents and assists others in the preparation of grant applications and funding proposals for park/ facility development and enhancement, land acquisition and/or other department projects as needed. Provides design review and day-to-day oversight of a variety of department projects. Applies for or assists consultants in applying for permitting and approvals such as grading, cultural resources, building, critical areas, Army Corps of Engineer approval and/or hydraulic project approvals. Develops and prepares project informational materials (e.g. scope of work, project description, goals, etc.) to help the Parks Department and Purchasing Department facilitate successful Request for Proposals (RFP) and Request for Qualifications (RFQ) for park projects. Reviews design documents and informational material for completeness (e.g. scope of work, project description, goals, etc.) as prepared by consultants to help the Parks Department and Purchasing Department facilitate successful solicitation of bids and to help insure desired project completion results Creates conceptual renderings and graphics for presentations, informational materials, permitting needs and/or webpages utilizing rendering skills and landscape architecture-related drafting software (Adobe Photoshop, Illustrator, Autocad, Sketchup, etc.). Creates design documents and construction plans as necessary for small projects within the County Parks system, to be completed by Park Operations personnel. May represent the department at public meetings and may serve as a liaison with other County and outside agencies. Facilitates, coordinates and participates in community and public involvement meetings to gather information and secure support for the implementation of parks and recreation programs and projects.Works closely with and maintains positive rapport with a variety of groupsand stakeholders. Researches, studies, evaluates, performs field checks and subsequently recommends park site selection, master plan proposals or other major facility planning/design projects; reviews governmental property for potential park use; participates in and reviews site acquisition and program development. Develops and recommends planning study objectives. Works in conjunction with and assists the Special Projects Manager and/or Director in updating the Park, Recreation and Open Space Plan (Park Plan), the Spokane County Regional Trail Plan, and other plans as may be applicable to the department. May assist the Director or Special Projects Manager with the acquisition of park land. Assists with the creation of contracts, agreements, easements and other legal documents. May assist the Director or Special Projects Manager with research related to court and tax records, historic agreements, real estate trends and or other areas of inquiry. Reviews zoning records to determine proposed property zoning, zoning conditions and restrictions and their impact on use of the intended property. Performs other related duties as required.

Job Requirements

TRAINING AND EXPERIENCE: A Bachelor's degree with major coursework in landscape architecture, urban and regional planning or a related field AND two (2) years of landscape architecture/planning experience. Park design, planning and park project management experience is preferred. A Master's degree in the above areas may substitute for the one (1) year of experience. Licensed Landscape Architect desired. LICENSE: Valid driver's license.
