Job Description

The primary focus of this position is managing the planning, design and construction of parks and recreation capital projects. The position also assists in long-range planning of parks and recreation facilities, open space and trails. Works under the general supervision of the Parks & Recreation Deputy Director. Will work independently with the public, consultants and other City staff members. Will exercise substantial independent judgment regarding management of capital development projects.

ESSENTIAL DUTIES & RESPONSIBILITIES:

- Coordinate the planning, design and construction of capital development projects.
- Work with project teams, citizen groups and the Parks Department to develop project designs consistent with available project budgets, and ensure that project objectives are met.
- Coordinate consultant selection process. Prepare consultant contracts, negotiate and administer consultant agreements and monitor the work of consultants.
- Develop and monitor schedules for design and construction, monitor and coordinate activities of contractors, consultants, community organizations, and users during construction.
- Coordinate the award of construction contracts in accordance with Public Works rules and Washington State bid procedures.
- Administer project construction to ensure compliance with construction plans and specifications, applicable local, state and federal laws and project budget.
- Manage project budgets and authorize payments to contractors, consultants and vendors.
- Prepare and process change orders.
- Coordinate project closeout, budget reconciliation and evaluation.
- Coordinate the public involvement process and represent the Department at various meetings, hearings and on planning committees. Prepare and deliver presentations that include charts, graphics, written materials and oral presentations; provide information to the public, committees and media.
- Plan and design research and evaluation methods; gather, research, analyze and evaluate data; and prepare recommendations or alternatives for various design amenities, programs, issues or policies.
- Prepare or oversee preparation of a variety of permit and environmental review documents such as Environmental Impact Statements, SEPA checklists, and technical reports as required by regulatory agencies.
- Provide excellent customer service and serve as the departmental project representative with other City departments, outside agencies, special interest groups, and the public. Lead project teams through various phases of the development process. These development phases include: schematic design, design development, construction documents, construction administration and project close out.
- Assist higher level staff in putting together the Parks Capital Improvement Plan and Park Planning Budget.
- May supervise Park Planning Assistants, Associate Park Planners and Interns.

Job Requirements

Bachelor’s degree in architecture, landscape architecture, urban planning, construction management, or related field. At least four (4) years of full time experience in project planning and construction project management or closely related work. Proficiency in Microsoft Word, Power-Point and Excel programs. Ability to use Microsoft Project or other project scheduling application to create and monitor project schedules. Ability to track budgets and negotiate consultant contracts. Washington State Driver's license or equivalent mobility.
