ABOUT THE DEPARTMENT:

The Parks Planning and Natural Resources Division within the Community Services Department is responsible for the citywide urban forestry program and the planning, acquisition, development, and major maintenance of the City's parks, trails and natural areas. The park and natural area system is comprised of 32 developed parks, 13 miles of trails, and several major natural areas. While the 51 acre Gene Coulon Memorial Beach Park anchors the south shore of Lake Washington, the Cedar River Corridor includes 8 developed parks, an 18-hole golf course, over 250 acres of open space and 4.5 miles of trails. Four countywide regional trails link to Renton: Eastside Rail Corridor, Lake to Sound Trail, Cedar River Trail and the Soos Creek Trail.

Under the supervision and direction of the Parks Planning and Natural Resources Director the Capital Projects Manager will focus on the following:

  • Plan, organize and manage the capital improvement and capital grant program for the Parks Planning & Natural Resources division.
  • Recruit, hire, train, recognize, promote, coach, mentor, develop, evaluate, and discipline the performance of assigned staff.
  • Delegate/assign, prioritize, review, and ensure timely completion of duties of assigned staff.
  • Evaluate capital program needs to improve customer service, productivity and efficiency.
  • Prepare and control capital project and CIP budgets (with the exception the Urban Forestry program budget), control and approve expenditures and capital purchases, monitor, prepare and submit periodic budget updates, and monitor assigned performance measures.
  • Identify and prioritize capital projects for parks, trails, and natural area facilities.
  • Coordinate the selection of design consultants and professional service providers; monitor contract expenditures and consultant performance; coordinate requests for proposal.
  • Manage the development of project program plans, product research, schedules, bid openings, working drawings, contract awards, construction progress, inspections, and project close out for all capital projects; identify problems and recommend solutions throughout the project.
  • Make recommendations for the allocation of discretionary capital funds to project areas.
  • Manage the Division's Capital Grant Program; including agency contact, grant writing, written and oral presentations, and compliance reporting.
  • Oversee the Division's land acquisition program.
  • Assist Division Director with any area-wide Bond initiative for parks and open space.
  • Coordinate City input and response.
  • Assist in short and long range capital planning for parks, trails and natural area facilities; research and prepare projections related to expenditures, revenues and needs; develop long-range capital improvement plans and recommendations.

Job Requirements

  • Bachelor's degree in Architecture, Landscape Architecture, Construction Management, Planning, Public Administration or related field.
  • 5-8 years experience in parks planning and project management Or 9-12 years of relevant education and experience.
  • 2 years supervisory experience.Registered Landscape Architect preferred.
  • PMP Certification preferred.Valid drivers' license.Successful passing of a required background check.
